While federal programs to benefit the poor have faced cutbacks over the past several administrations, the universal safety net programs of Social Security and Medicare remain politically robust. But given growing inequality in the U.S. and concomitant concerns about buttressing programs for the poor, the challenge of the next administration may be simply to protect the social insurance we have left, says Alan Auerbach.
