Smart guns have devices — microchips, proximity devices, fingerprint recognition — that allow them to fired only by designated users. Philip Cook says they can help reduce gun violence. Cook posits that smart guns would reduce gun theft and decrease the number of criminals with illegally purchased guns. He says that, especially when used in conjunction with gun buyback programs and higher transaction costs for gun purchases, smart guns will disrupt illegal gun supply.
